Yes, it is required that the in-pool steps be detached from the deck and removed from the swimming pool when closing your pool for the winter. The deck itself can stay in tact over the winter months, but the in-pool step must be detached and removed from the water.

You can install the In-Pool steps anywhere on the deck platform. The Ground to Deck steps must be installed in the position you see in the picture below, with the steps on the left side of the deck.
